I am inclined to think that perhaps in selecting me the remarks that I made in the Congress of the United States some months ago may have influenced you. I said there that it seemed to me that this great organization should readjust itself to present conditions. After all. when the organization was set up its very name indicates what the founding members had in minda Provisional Intergovernmental Committee. This. of course. was changed when it was realized and appreciated that migrant movements could contribute much more than merely relieve a situation that existed at that moment. The problem of under and overpopulation will continue for a long time to come. We ought to adjust our present activities to present conditions.
