Session #86 · 1959–61

Speech #860225323

The jurisdiction of conferees when they have before them an amendment in the nature of a substitute as we now have before us. is governed by clause 3. rule XXVIII. of the Rules of the House. This clause provides: Whenever a disagreement to an amendment in the nature of a substitute has been committed to a conference committee it shall be in order for the managers on the part of the House to propose a substitute which is a germane modification of the matter in disagreement. but their report shall not include matter not committed to the conference committee by either House. The case before us. the House bill H.R. 11510. contained an authorization of $18.500.000 for contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Middle East. The Senate amendment in the nature of a substitute authorized $22 million for this same purpose. The language proposed by the committee of conference reduces the authorization to $16.500.000.
