Mr. President. this amendment would provide $500.000 to allow the Immigration and Naturalization Service to carry out its responsibilities to prevent illegal airplane flights or other departures from the United States to Cuba. In support of this request the Director of the Bureau of the Budget states: This proposed supplemental appropriation is to carry out the responsibilities of the Immigration and Naturalization Service to prevent Illegal airplane flights or other departures from the United States to Cuba of persons for purposes inimical to the foreign policy of this Nation. It has been necessary for the Service to detail a number of borderpatrol officers and equipment to the southeastern part of the United States. To date. the additional costs involved have been absorbed by diverting available funds intended for other purposes. but any further diversion of funds will impair regular programs.
