Session #86 · 1959–61

Speech #860181803

Our State under the name of the melting pot. has always worked very hard to integrate the people who have come to us. We are doing the same with our Puerto Rican citizens. Under the law of New York. a public school diploma eliminates the necessity of a literacy test. Mr. President. I ask unanimous consent that there be printed at this point in my remarks a number of samples of the New York State regents literacy test. to show how easy they are. in order to deal with those who do not have a public school diploma. I. point out also that 75 percent is a passing mark for this test. Never has there been the remotest charge of discrimination.
