It goes under way saddled by an influx of a million immigrants. refugees. from the divided land to the north. It got under way literally surrounded from without and infiltrated from within by Communists and other enemies of the new state. It got under way without any heritage of native government. without any experienced reservoir of civil servants from which to draw the necessary experience for new leadership.
