If the distinguished Senator will yield further for an observation. the defense of the overall Judiciary Committee budget has been justified on the ground of the great number of bills which were introduced. I referred a short while ago to the Subcommittee on Immigration and Naturalization. which had referred to it 615 private bills and 26 general bills. with a budget of $116.000. This is a proposed budget of $425.000. The total number of bills referred to the committee last year was 25. I agree that that is not the sole criterion. However. the volume of legislation is some measure of the work to be done.
