I bring this matter to the attention of my colleagues in connection with the need for Federal loans to help higher education meet the challenges of our times. I believe it is most pertinent to point out that we in New York State are proud to have great. publicspirited private citizens who are also contributing mightily to this effort. Mr. President. I ask unanimous consent to have printed in the RECORD at this point in my remarks two articles from the New York Times of today. describing the magnificent gift made to Syracuse University by Mr. Samuel I. Newhouse. a leading American newspaper publisher and the owner of radio and TV stations. who himself was the son of a Russian immigrant family.
