It is true on occasions we have made special appropriations because of an emergency situation. I recall that 4 or 5 years ago. in the instance of Vietnam. after the debacle at Dien Bien Phu. the great fortress that was destroyed by the Communist attack. while the French were still there. the Congress voted $800 million. I believe. for special assistance to rescue that sovereign state and help them because of the tremendous number of refugees that came down from North Vietnam to South Vietnam. As I recall. there is no special mention of Vietnam in the legislation. I happen to believe that Vietnam and its Government are very important to the free world. to our cause.
