Our Constitution is the lasting evidence of this conviction and we in Congress are entrusted to uphold and defend that Constitutionparticularly the rights of all Americans. irrespective of color. race. religion. or national origin. Continuous vigilance is essential if we are to uphold these principles. particularly in this day when we are faced with the supreme challenge from those forces in the world which are dedicated to the destruction of the human values in which we believe so deeply. My own parents. who emigrated to these shores at the turn of the century in search of these very liberties. have instilled in me since my childhood a deep appreciation of such great human values. Therefore I cannot remain indifferent when qualified segments of our citizenry are denied the right to vote. or when under color of law citizens are deprived of equal opportunity to be educated to the full extent of their abilities. or to seek employment within their talents. or when American citizens are deprived of adequate and decent housing befitting simple human dignity.
