I include herewith Senator BYRDS speech: One of the main topics of conversation in Washington is the approaching visit of Khrushchev. The Congress appears to be divided as to the wisdom of his visit. It has its minus side as well as its plus side. Should one of the hundreds of thousands of refugees who have come to America because of the cruelty of Communist Russia take a shot at Khrushchev. it might start a third World War. Such risks as this. in my opinion. outweigh the plus side of his visit. I am one of those Senators who do not believe he should be invited to address a joint session of the Congress of the United States.
