I submit. therefore. that from a procedural standpoint we are making a great mistake if we send this bill to Foreign Relations. Mr. President. I know it is said that we should do this in behalf of good relations with Canada. and it is charged from time to time that in some fashion. never quite stated. that this bill violates the treaty of 1909 and the treaty of 1950.
