Mr. Speaker. it was my privilege last Tuesday to say a few words of welcome to 83 newly naturalized American citizens. The naturalization ceremony took place in the U.S. Courthouse here in Washington. and the new citizens were sworn in by District Court Judge George L. Hart. Jr. Under permission granted. I include my remarks at this brief but impressive ceremony: I am glad to have the opportunity to participate in the services relating to the admission of new citizens by way of naturalization. My parents became naturalized citizens. and a great many distinguished and leading citizens of the country are the children of parents who obtained their citizenship in this manner. I come from the great city of Philadelphia. where the Declaration of Independence was signed and where nativeborn and naturalized citizens work hand in hand to operate a splendid community and to participate in its economic. religious. social. and civic life. The same is true of this city and all other places participating as political subdivisions of the United States. A whole new avenue of opportunity Is today opening for you.
