Mr. Chairman. we have had refugee programs in this bill for many years. They have been very valuable programs. and proper programs. They have accomplished a great deal in handling the refugees abroad. We still have provisions for refugee programs in this bill. The item now under debate is a special appropriation of $10 million. with the idea of stepping up the program during the Refugee Year. What it will result in we can never know. It will be a long time before we complete the refugee program. All that this would amount to is to step up our regular program and put it on a permanent basis of $10 million a year.
