We sort of thought we ought to be received with mild acclaim. like Moses coming down from the mountain. but instead you folks took us to task for accepting these additional programs which could have been done anyway. We were not giving new authority. as we saw it. We were merely making formal what the President already could do with the contingency fund If he wished. We thought it was a good trade for the House. The provision which I regret most in the gentlemans bill is section 112 denying the use of funds for World Refugee Year. This is a 1year authorization. It has to be made available now or the special year will be over before it can be used.
