It will be noted. Mr. President. that I am well aware of the tragedy that has resulted from certain proxy adoptions. tragedy both for the innocent immigrant orphan and the prospective adoptive family. Also it is true that certain unscrupulous individuals have acted as proxies for profit. Yet I do not believe that such abuses will be prevented by vesting in the Attorney General the authority to conduct investigations of prospective American homes. as provided for in the House amendment to H.R. 6118. Mr. President. the Department of Justice is not primarily devoted to the social welfare of the country. and it is social welfare and humanitarianism that predominate in this issue.
