That. notwithstanding the quota limitations of the Immigration and Nationality Act. upon application hereafter filed. immigration visas may be issued. and admission for permanent residence granted. to Meher K. Kanga and Kersasp H. Kanga. if they are otherwise admissible under the Immigration and Nationality Act. Upon the issuance of such visas. the Secretary of State shall instruct the proper quotacontrol officer to deduct the required numbers from the appropriate quota or quotas for the first year that such quota or quotas are available.
