Mr. President. I wish to commend the distinguished chairman of the Senate Judiciary Committee and the Senate in its action Wednesday in passing favorably on H.R. 6118. the orphan immigration program which expired on June 30. 1959. I was further pleased by the action of the House of Representatives yesterday in amending H.R. 6118 to provide for additional safeguards for the protection of orphan children. The provisions added by the House are identical to those recommended by me in S. 1532. These provisions require a home check for children lawfully adopted abroad as well as for children to be adopted in the United States.
