Speaker. I would like to explain my reasons for supporting H.R. 5896. This bill contains a number of amendments to the Immigration and Nationality Act which I support wholeheartedly. Under the bill. for examplf the unmarried sons and daughters of U.S. citizens are moved up from the fourth to the second preference category. The spouses and minor children of fourth preference immigrants are included within that preference group and the numbex of fourth preference visas are increased from 25 to 50 percent of those unused under the first three preference categories. These. and other amendments contained in the bill. will improve the system of visa distribution by assuring increased reunification of the close family relatives of citzens and permanent resident aliens. One feature of the bill. however. I find somewhat disappointing.
