That is why I have been so terribly shocked at the allegations that some unscrupulous demons have exploited these children for personal gain. It is because of such allegations and other abuses which have developed. almost wholly in connection with oversea proxy adoptions. that the committee recommended only a stopgap 1year extension of the present law.
