Mr. Moss. who has such a fine record in the field of freedom of information. I also submitted a second amendment. relating to U.S. participation in the World Refugee Year. This will be offered as an amendment to the mutual security bill. calling for an appropriation of $10 million to be used in furtherance of permanent refugee solutions. The World Refugee Year begins tomorrow. It will be launched by appropriate ceremonies in the city of New York. in which representatives of the Presidential Committee for the Refugee Year will participate. The amendment which I have submitted. and which will be offered. would do much to forward active participation on the part of our Government in the solution of refugee problems. I shall also offer certain other amendments to the mutual security bill. which amendments I have previously sent to the desk. One relates to the use of our surplus foods.
