Mr. Speaker. since the passage of Public Law 316 of the 85th Congress. more than 3.000 foreignborn orphans have found homes in the United States. Section 4 of Public Law 316 granted special nonquota immigrant visas to eligible orphans born in foreign countries. Immediately. thousands of childless couplesand many parents with children of their ownopened their homes to babies and toddlers. . Of the more than 3.000 youngsters admitted. at least onehalf have been brought to this country by proxy adoptions. And mark this: Less -than onefifth of 1 percent has been unsuccessful. The special provision of the law should be extended.
