Upon such registration. the Secretary of State would be required upon application to issue a certificate of birth for the child. All children to whom such a certificate of birth had been issued would be furnished a certificate of citizenship by the Attorney General. This modernization of our present naturalization laws is long overdue. It is the least we can do to protect the status of the children of the thousands of Americans who find themselves in foreign lands in the service of their Government. The inconvenience to which these American families are now put to establish the birthrights of their children is intolerable.
