Mr. Speaker. 11 years ago the independence of Israel was proclaimed. The new nation at once became a sanctuary for immigrant Jews throughout the world. a haven after centuries of wandering. We have watched Israel with a fascination as its population leaped to 2 million. as it applied the techniques of the industrial revolution to agriculture and brought fertility to the Negev. as its democratic institutions solidified. and as its voice among nations became more and more respected. During these past formative years we are happy and proud to have helped Israel with grants. loans and other forms of assistance.
