May I make this comment in answer to the gentleman from Massachusetts. that his statement s absolutely correct. It is time we had revision of the quota system. I think the bill I have submitted is good legislation. and I shall support it. with the help of Members of Congress on both sides of the aisle. to the end of my ability. I am not wedded to it. however. and I shall examine and listen with an open ear and mind to any and all legislation which will go to the heart of the matter and will reasonably and comprehensively revise the present system.
