Does the gentleman agree with me that in many of these southern countries in Europe. for instance Italy and Greece. there is a national problem with communism because of the crowded conditions. For example in Italy. which is smaller than the State of New Mexico. and has about 50 million people crowded in a small territory. the people lack the opportunity to better themselves and give their families the necessary ordinary wants. Does the gentleman feel that because of these conditions communism is fostered and that one of the methods of alleviating the condition would be to relax our quota system and give these people the opportunity which they. desire?
