Mr. President. it has been called to my attention that the special assistance money asked for by the administration as a part of the mutual security program for fiscal 1960 does not include an amount for the State of Israel. as it has in past years. During fiscal 1959. $71/2 million in special assistance funds was authorized for Israel. I believe Israel has a continuing need during fiscal 1960 for a like amount. A considerable increase in refugees from Europe is anticipated. Also. Israel should not be penalized for making the fine economic progress she has made. In spite of this progress she still faces a considerable gap between exports and imports which she must narrow to meet the demands which will occur when reparations payments end and bonds mature.
