Mr. Speaker. in these days few things are more precious than the privilege of United States citizenship. For that reason. those occasions when people complete the procedures which are necessary to become naturalized as United States citizens are tremendously important and mark a high point not only for them personally. but also for our Nation. It is highly important that the presiding justice in charge of these proceedings should make clear to those taking on the responsibilities of citizenship something of what is not only a great privilege but also a great obligation.
