Mr. Mulley said: I believe that it is absurd to try to understand the situation in Poland. unless we take cognizance of the fact that there are 22 Soviet divisions in Eastern Germany. The Denver Conference on Immigration held December 6. 1958 among other recommendations for reform of our immigration laws. recommended that our laws and the administration thereof should. to a great extent. practice the timehonored American tradition of granting asylum to victims of racial. religious and political persecution. How can any reasonable person believe that there is anything in the history of the relations between the Soviet and enslaved countries to justify the belief that an individuals stand criticizing or opposing existing Communist governments would not be followed by forceful. repressive action and persecution of the individual and possibly his family and friends. The facts clearly show that uprisings in Poland.
