Finally. we were told that we must continue our foreign aid programincluding the Development Loan Fundon the basis that it is our Christian duty to do so. I should like to discuss in some detail a few of the reasons for the establishment of the Development Loan Fund. particularly in light of what has transpired over the 2 years that the Fund has been in existence. Although the loans were to be made to independent and underdeveloped countries of the world. events show that before the ink was dry on the $300 million appropriation made for the fiscal year 1958. the guardians of the Fund had made a loan of $3 million to the Government of the Netherlands to finance a housing project in Australia which was being constructed to effect the resettlement of Dutch emigrants from the East Indies.
