This. too. provides a common bond of understanding as all these countries have heritages dedicated to the same ideals of independence of nations. I need not add that in the fields of culture. music. art. and sciences there are great opportunities for progress. because contacts of this character ignore national borders and local differences. It is significant that in the Americas alone of all the world there is no quota restrictions on immigration to this country. While I have recited many instances of progress which we in the Americas have made in the past it does little good to blink the fact that there are still many problems to be solved. The socalled goodneighbor policy is not dependent on any one administration for its execution.
