Our bill is identical to the proposal sponsored by Representative FRANCIS E. WALTER. of Pennsylvania. the distinguished chairman of the Immigration Subcommittee. This proposal would carry out the recommendation of the President as contained in his budget message to Congress on January 19. 1959. The Surgeon General of the United States has written me that the favorable experience under Public Law 85316 indicates that the public health can be protected if persons suffering from tuberculosis are admitted under safeguards to our country.
