Mr. McCaffrey. If the Arab States wanted peace with us they would not see any advantage in artificially maintaining this refugee problem. because they. with assistance from the world community and some assistance from Israel. could easily solve it in their huge territories with their abundant supplies of water and oil and manpower. and with their priceless gift of Arab societies in which these refugees could be loyally integrated. The maintenace of the refugee problem is a result. a consequence of their refusal to make peace. I think it could be solved. but its solution requires a subjective change of attitude on their part.
