I welcome this opportunity to join with the junior Senator from Massachusetts in the introduction of a new and improved bill to grant nonquota immigrant status to orphans under 14 years of age who have been adopted or who will be adopted upon their admission to the United States. Mr. KENNEDY has ably explained the purpose of this bill. I. too. believe in a program whereby foreignborn orphan children may be permitted to enter this country. to thrive in a wholesome family group they would otherwise never know. and to share in the abundance of this great land.
