Mr. President. today I received a resolution. adopted by the National Lutheran Council at its annual meeting in Milwaukee. Wis.. entitled "World Refugee Year Resolution." Commendably. the National Lutheran Councilas have many other religious. Government. voluntary. and other groups and agenciesis giving deep consideration to the tragic plight of the millions of refugees around the world. As we recognize. this is a tremendous problem that demands a constructive solution because of humanitarian. political. sociological. and other considerations. To give my colleagues the benefit of the resolution. received from Paul C. Empie. executive director of the National Lutheran Council. I ask unanimous consent to have it printed in the Appendix of the RECORD.
