Included in this class of employees are those of the Federal Government such as FBI agents. members of the Bureau of Prisons. Treasury enforcement officers. Customs enforcement agents. U.S. marshals. and employees of the Criminal Investigation Division of the Immigration Service. whose primary duties include the investigation. apprehension or detention of persons suspected or convicted of offenses against the criminal laws of the United States. or whose duties involve frequent direct contact with such persons. In introducing this legislation. I call to the attention of my colleagues that in 1956 when Public Law 854 was enacted into law. the deduction from salaries of all Federal employees was increased from 6 to 6 percent for payment into the civil service fund.
