I have given thought and study to this particular phase of the bill. and even today I have discussed it with the Office of the Secretary of the Department of Health. Education. and Welfare. I know something about conditions in my own State. I will say to the Senator from Arizona and to my other colleagues there are many families which are in no position whatever to give the children we are trying to aid by this proposed legislation the counseling and guidance the children need. Many families in my State are firstgeneration immigrants. The parents in the families sometimes cannot even speak English. The children go to school. and I will say that those children are some of the finest citizens in our State.
