Mr. Speaker. in recent years. upward of 35 million refugees have been driven from their homes by wars and political upheavals. Through the nonprofit organization. known as CARECooperative for American Remittances Everywhere. Inc.-Americans are helping these unrooted peoples and others in benighted areas of the world to get back on their feet. The -help provided by CARE takes many forms. It basically revolves around the sound principle that the best way to aid these people is to help them help themselves. Thus. CAREs selfhelp program provides farm tools. woodworking outfits. textbooks. fishing equipment. sewing machines. and other occupational materials which permit the recipients once again to earn their own living and become productive. selfsupporting memberq of society.
