Howard. as in Kuwait. so in the entire Arab world today because of oil and because of nationalism you get a sense now of great and unpredictable changes ahead. On the one hand. there are the havecountries. the oilcountries. like Iraq and Saudi Arabia. on the other. there are the havenots. the countries without oil. like Jordan or with very little oil like Egypt. At one extreme. you have the pleasureloving Cadillac and palace set. and at the other extreme. you have nearly a milion destitute Palestinian refugees and the Impoverished peasants of the Nile Valley. In Arab eyes. this does not make sense. and neither does Kuwait make sense. a tiny citystate staggering under the impact of sudden wealth. with more money than it can spend on even the most expensive social improvements. The ruler of Kuwait spends about a third of his money on these improvements and roughly another third goes to current expenses and the upkeep of the shelkhly establishment. and the last third Is either banked or invested in giltedged securities in London.
