The present United Nations activities in Lebanon and Jordan should give assurance that there is no armed support for rebellion coming in from beyond the borders. This. however. does not meet the conditions in Jordan. more than half of whose population is composed of refugees living under the most miserable conditions. It therefore becomes necessary to add a further provision requiring Israel and the representatives of the surrounding Arab nations to sit down at the Council table and negotiate a just and workable future for the refugees in Jordan. but also in Syria and Egypt as well. As I have said. both Arabs and Jews claim that they are willing to do this. They speak with one voice and offer the same terms.
