If the continuing arms race within the area could be eliminated and if a common approach could be made to such farreaching projects as the development of the water resources of the Jordan. I am sure that the free peoples of the world will willingly contribute assistance to the common effort to improve the wellbeing of the region. While everyone recognizes that there is no easy solution to the refugee problem in the Middle East. I think all of those who have given serious study to the matter are agreed that the only possible solution must be on a regional basis. If full use could be made of the Jordan. the Yarmuk. the Tigris. and the Euphrates Rivers for irrigation purposes. there is no question but that the refugees could be resettled under conditions much more favorable than those under which they lived prior to the time when they left their homes in Palestine. Mr. Speaker.
