There is its ruler. There are the British armies. helping to support the ruler. rightly or wrongly. But there is the population of an independent country. more than half of whom are Arab refugees. The status of those refugees is a proper concern for the rest of the world. So I respectfully contend that the last of the four resolving clauses is one of primary importance for the peace of the Arab area. If the Senator from New York has read my long series of brief speeches. he will have seen that the whole purpose. the whole feeling. the whole sentiment back of those speeches is that of doing something for the people. rather than intriguing with the rulers or interfering too much in the internal affairs of nationsand that includes the people of Israel just as much as it does the Arabs.
