If we reorient our policy in the Middle East toward supporting the wellbeing of people. we are on solid ground. If the summit meeting is replaced by a meeting of the Assembly. we can make an appeal which will be effective provided our support of the needs of people can be presented as a matter of deeds. and not of impressive but empty words. It is for that purpose that I have suggested that our country might use its good offices to gain recognition in a substantial way of the rights of Arab refugees who were dispossessed of their lands. It is for that purpose that I began suggesting. as long ago as May 13. 1957. that there be a reopening of the Aswan Dam project or consideration of an alternative project to find the most efficient means of increasing the agricultural production of the Nile Valley. such project to have our support.
