Mr. President. in the years that I have served as a Member of the Senate I have been concerned about the relative neglect of the working. living. and travel conditions of the migrant workers who are an important part of the process of cultivating and harvesting many of our crops. A number of tragic accidents involving the unsafe transportation of these workers led Congress to give some power to the Interstate Commerce Commission to establish minimum safety requirements. which I hope will greatly diminish these hazards. Some improvements have been reported in thq terms under which Mexican nationals are imported into this country under international agreement with Mexico. although representatives of agricultural workers who pre citizens still complain that work opportunities are not made available to nationals of our own country in some areas before Mexican workers are imported.
