The matter is too serious. Let it be said that the Arabs may have something to answer for. There is a suspicion abroad that the miseries of the refugees constitute for the Arabs a valuable asset. which they are not too willing to lose. Let us get at the truth. A fortunate circumstance in some sort of a settlement would be that Iraq needs citizens and has new fertile land being brought under cultivation by the reestablishment of the ancient irrigation in Mesopotamia with the waters of the Tigris and the Euphrates. It is. however. not enough that Israel points to Mesopotamia in an endeavor to relieve itself of its own responsibilities. Those responsibilities must be recognized in a substantial way if the Mesopotamian solution is to be used in any large measure for the satisfying of just demands of the refugees. Those demands must be satisfied and both Israel and the Arab states are on record as to their willingness to confer and to accept reasonable solutions.
