Certainly the President must press for a program jointly with Russia in guaranteeing the borders and territorial sovereignty of all nations in the area. A similar guaranty should be made through and by the United Nations. The conference should include discussion of assistance both by the United States and Russia independently. and through the U. N.. in the resettlement of the Arab refugees who are causing grave economic and political disturbance during their period of meager existence. privation and suffering in Jordan. the Gaza Strip and elsewhere. The discussion must include a serious effort to achieve a U. N. police force sufficiently strong in number and in authority to prevent border raids. gun running. and military operations of any sort large or small.
