The explanation goes back to President Eisenhowers speech January 5. 1957. asking Congress to act against communism in the Middle East. "This program." he said. "will not solve all the problems of the Middle East. * * * There are the problems of Palestine and relations between Israel and Arab States. and the future of Arab refugees. � * * The United Nations is actively concerning itself with all these matters. and we are supporting the U. N." But neither United States nor U. N. took any significant further action.
