I maintain that we and Britain cannot solve any major problems by the military actions now being taken to preserve the independence of certain Arab States. We are merely attempting to stabilize a rapidly deteriorating situation. Action to solve the refugee problem would be one of the most constructive things we could do to follow up that military action. which has provided us with time in which to accomplish a solution of some of the real causes of the difficulties in that area. Fourth. Another constructive course of action which should be taken at this time is to contribute international assistance toward the development of the water resources of the Middle East. This also would help provide jobs and a new future for the Palestine refugees and their families. Troops of friendly. democratic nations may restore stability to the States of Lebanon and Jordan. but they will not provide jobs and increased standards of living for the very poor people in those countries. So let us propose that we and the other members of the United Nations move from the negative role of policeman into an expanded positive role of contributing to economic solutions which will help people and will reduce international friction.
