Mr. President. the proposed legislation provides that the Attorney General may cancel immigration bonds on behalf of refugees who entered the United States as immigrants after May 6. 1945. and prior to July 1. 1953. and had their immigration status adjusted to that of aliens admitted for permanent residence. The proposed legislation also provides that where an individual refugee would qualify under the terms of the bill. but where the proceeds of the bond have been paid into the Treasury. the person. organization. or corporation entitled to the refund shall be paid the amount of the bond. The committee has amended the proposed legislation as it passed the House. to place the responsibility for the administration of the refund program in the Attorney General. rather than in the Treasury Department. Both the Department of Justice and the Treasury Department are in accord with this amendment. The proposed legislation concerns only a limited class of refugees who originally entered the United States as nonimmigrants for temporary periods of stay and subsequently had their immigration status changed.
