I certainly think that before final action is taken on the bill. and the constitution of Alaska ratified. the matter should go to the Committee on the Judiciary for study. In the bill it is proposed even to set up a Federal court system. If the bill were enacted. we should be tampering with the immigration laws. which are exclusively matters for the Committee on the Judiciary. We should be setting the boundaries of a State. when the Reorganization Act gives to the Committee on the Judiciary the exclusive jurisdiction over setting the boundaries of States and Territories. For these reasons. and for others which I shall outline later.
