It is true that in 1 or 2 places the climate is better than in the District of Columbia. it does not get so cold In the winter and it does not become so hot in the summer. There are wonderful spots. but they are few. Most of the area has temperatures of 500 and 60� degrees below zero. The ground freezes down to 15 or 20 feet. It is not the kind of place in which the average white man of this country prefers to live. We would like people from the Scandinavian countries and Great Britain. who never fill their quotas for Immigration. to move there. They do not go there either. The population has remained relatively static.
